The mantra of the progressive liberal democratic socialist party, 'Finish the job.' The President kept saying this over and over. What he wants is to finish turning the country into a socialist welfare state where the workers are dependent on others (like the government) to provide all their needs. They were so close to making laws that would secure the switch to big government control they could taste it. Thus, 'finish the job.'
The job that needs to be finished is those in power. The best solution for government overreach and control is term limits. Make public service an honor and a service instead of an occupation for advancement and power.
